Phil Hodgkins

Sr. Principal

Phil is a Senior Principal whose work sits at the center of Keystone's Information Strategy, Risk and Regulation (ISRR) practice, where he helps shape the firm's approach to data risk, privacy, cybersecurity, and AI governance advisory. He brings over 15 years of experience helping organizations understand, quantify, and manage the risks embedded in their data ecosystems—across transactions, regulatory inquiries, and strategic decision-making.

Phil advises corporations, private equity firms, and financial services clients on the data risk dimensions of mergers and acquisitions, including privacy and cybersecurity diligence, data asset valuation, regulatory exposure mapping, and post-close integration risk. He also counsels clients on AI risk assessment frameworks, emerging data regulation, and the design of scalable governance programs. His work spans industries including insurance, healthcare, technology, energy, and consumer goods, with a particular focus on translating complex data risk into the commercial and strategic language that boards, deal teams, and regulators need.

Prior to joining Keystone, Phil was Senior Counsel at Norton Rose Fulbright, where he was a member of the firm's Global Privacy and Cybersecurity practice group. There, he developed and led a proprietary privacy forensics advisory service, conducted M&A privacy and cybersecurity diligence, and advised clients on CCPA, TCPA, GDPR, and cross-border data transfer compliance. Before Norton Rose Fulbright, Phil served as Director of Data Insights and Forensics at Kroll, where he led cross-disciplinary teams across investigations, data analytics, and regulatory matters for global banking and Fortune 500 clients. He also previously ran his own legal practice and worked at AlixPartners. Phil is a Certified Information Privacy Professional (CIPP/US).

Outside of work, Phil lives in Maine with his family and dog, Izzy. When he's not exploring the outdoors on foot or bicycle, he enjoys film, reading, and listening to records.
